Saica Group breaks ground on second U.S. corrugated plant, investing more than $110 million

With an investment exceeding $110 million, Saica Group, one of Europe’s largest and most advanced players in the development and production of recycled paper for corrugated packaging, has begun construction of its second Saica Pack plant in the United States – a new corrugated packaging manufacturing facility located in Anderson, Indiana. Saica Pack is the division of the Saica Group dedicated to producing high-performance corrugated packaging solutions.

At a groundbreaking ceremony, the company officially marked the start of construction on its state-of-the-art factory. Distinguished attendees included former State Senator Tim Lanane, representing the Mayor of Anderson; David J. Adams, Indiana Secretary of Commerce; and Rob Sparks, Executive Director of the Madison County Economic Development Corporation, along with regional representatives, construction partners Miller Valentine Construction, CSX, and FM Global, and other community and business leaders.

It reflects our deep commitment to delivering exceptional service, as we believe our knowledge and experience in the production of lighter-weight containerboard and corrugated packaging will bring high-performance packaging to the U.S. market while becoming more efficient in the use of materials.”

Representing Anderson Mayor Thomas Broderick Jr., former State Senator Tim Lanane stated: “We are excited to welcome Saica to this area. We look forward to working with their team as they become integrated into our community. Saica will be a great asset to Anderson’s advanced manufacturing network.”

Factory operations are expected to begin in Q4 2026, with recruiting for management and technical positions starting later this year. Within the first two years of operations, the company expects to create more than 50 full-time jobs, potentially increasing to over 100 positions once the plant reaches full capacity.

Designed for future expansion, the nearly 350,000-square-foot facility will produce more than 1.2 million MSF of corrugated packaging annually. The plant will also be connected to a rail line, reducing paper roll transport by truck. In addition, it will serve as a backup facility for Saica Pack Hamilton, Ohio, strengthening supply chain reliability. The new site will include manufacturing, converting and production areas, as well as warehouse and office space. With this new investment, Saica expands its geographic presence in the U.S. Midwest, establishing a stronger and more flexible service network.

To support the project, the Indiana Economic Development Corporation (IEDC) committed an investment in Saica Group of up to $2 million in incentive-based tax credits and $150,000 in training grants. The IEDC also offered up to $300,000 from the Industrial Development Grant Fund to improve infrastructure surrounding the site. These tax credits are performance-based, meaning the company will receive the incentives as it meets hiring milestones.

This investment follows a previous announcement outlining Saica’s long-term U.S. expansion plans, which include up to $800 million in investments over the coming years. Saica’s arrival in Anderson represents a mutually beneficial opportunity: the community gains from the company’s significant capital investment and the creation of more than 100 skilled jobs, while Saica benefits from Anderson’s available workforce, developable greenfield acreage, and strong rail infrastructure.
