DS Smith proposes closure of Launceston corrugated plant in the UK
DS Smith announced a proposal to close its corrugated packaging plant in Launceston, Cornwall, United Kingdom, following a review of its UK packaging operations amid challenging market conditions.
The site, located on Link Road, has been a key industrial employer in the region for nearly six decades. The company confirmed that it has entered into a consultation process with approximately 167 employees potentially affected by the proposed closure. The decision is part of a broader effort to improve operational efficiency and adapt to evolving customer requirements in a market environment characterised by continued pressure on the packaging sector.
Local reaction and concerns
The announcement has generated strong concern at local level, with employees and community representatives expressing uncertainty about the future. Cornwall Council member Adrian Parsons reported “shock and disappointment” among staff, highlighting concerns over job losses and the wider economic impact on the area.
Ben Maguire, Member of Parliament for North Cornwall, also expressed concern for employees, describing the situation as a “concerning time” for workers and their families.
Strategic review and industry context
DS Smith stated that the proposal follows a strategic review of its UK packaging operations, aimed at increasing efficiency and aligning production capacity with market demand.
“As a result of this review, we can confirm a proposal has been made to close a site within our network. A consultation process with employees is ongoing, during which DS Smith (and International Paper) will not comment further,” the company said.
The Launceston plant, originally opened in 1968 under the name Tillotson’s, has undergone several ownership changes over the decades. It became part of International Paper following the acquisition of DS Smith in January 2025. The proposed closure reflects broader structural challenges affecting the packaging industry, including rising costs and shifting market dynamics.
Ongoing restructuring in the UK network
The Launceston proposal follows a series of restructuring actions across DS Smith’s UK operations. In recent years, the company has implemented workforce reductions and site closures in several locations, including Louth in Scotland, as well as facilities in Plymouth, Derbyshire, Newcastle, Sheerness, and Wellingborough.
Authorities acknowledged that the situation represents a difficult period for affected employees and their families, with support measures expected to be made available as the consultation process continues.
